8th Annual Winters Salmon Festival
The Winters Salmon Festival is just around the corner!
The festival is held in honor of the return of Chinook salmon to Putah Creek. Every year, Chinook salmon migrate back to their native creeks to spawn. Starting around October, these salmon can be seen in our very own, Putah Creek.
Celebrate their return on Saturday, November 1st. Enjoy live music, food trucks, and plenty of family friendly vendors!

About:
The event is held every year to honor the return of the Fall-Run Chinook Salmon (also known as King Salmon). The theme of the 2025 Salmon Festival is Putah Creek Accord 25th Anniversary: A Salmon Success Story.
In 2000, the Putah Creek Accord established a minimum streamflow to the Lower Putah Creek. This allowed for the maintenence of the creek and encouraged the return of native Chinook Salmon. In 2014, Chinook Salmon returned in significant numbers for the first time since the building of the Monticello Dam.
This year, celebrate the return of fall-run Chinook salmon to Putah Creek AND the anniversary of the historic Putah Creek Accord that set into motion the restoration of the Lower Putah Creek and facilitated the return of native salmon.
The event will offer live music, children’s activities, food trucks, and more!

Are you a business wanting to participate in the Salmon Festival? Commercial or small businesses selling food, goods, or crafts can apply using the link below. There is a $50 dollar vendor fee and an additional $15 fee for a one-day business lisence for the City of Winters (businesses that already carry a Winters Business Lisence do not need to pay this fee).

There is no fee to participate for community groups, non-profits, or charities.

Photo Contest: Putah Creek- Past and Present
Overview:
Putah Creek has changed over the course of decades. After years of habitat restoration, the creek now supports a native population of Chinook salmon. Additionally, the creek is home to a rich array of biodiversity from bobcats to migrating waterfowl.
In honor of the 25th anniversary of the Putah Creek Accord, a landmark agreement that allowed for increased flows to Putah Creek, and the 8th Annual Winters Salmon Festival, we are inviting local residents to share photos of Putah Creek, past and present! Three photos will be selected and will win a prize!
Select photos from the contest may also be featured at the 8th Annual Winters Salmon Festival on Saturday, November 1, 2025.
Contest Rules:
Do you have photos of Putah Creek through time? Please share them! Whether it is a photo from last year, or from 75 years ago, we would love to see how the community has celebrated Putah Creek through the ages!
Photos can include categories such as: outdoor activities on or around the creek (camping, canoeing, hiking, birding, picnicking, etc.), wildlife in and around the creek, and scenery and landscapes of the creek.
- Post your favorite photo by tagging @solanocountywateragency on Instagram or our Winters Salmon Festival Facebook page, and include the hashtag #PutahCreekMemories in the caption.
- The photo must be of Putah Creek or feature Putah Creek somehow. It can be a photo from the past or the present.
- Include an estimated date the photo was taken and a brief description of the photo. For example: Photo taken in 2025 depicting an otter in the creek.

I hereby authorize and give my consent to the Solano County Water Agency (SCWA), including its employees, officers, directors, managers, successors, assigns, and agents, to freely copy, display, reproduce, transmit, publish, or otherwise use in any way, the photograph(s) submission(s) for the Salmon Festival Contest in brochures, publications, Internet Web sites, advertisements, newspaper articles, and other media for promotional and educational purposes related to the goals, programs, and activities supported or sponsored by SCWA, specifically in relation to SCWA’s current and future promotion of the Winters Salmon Festival. I understand that such usage may also feature or involve use of my or my minor child’s name and/or likeness; however, SCWA will not use my or my minor child’s name, photographs, or likeness for any other purpose except those authorized in this release. I understand that neither my minor child nor I will receive any consideration or payment for said usage and waive any right to inspect, examine, or approve the use of my or my minor child’s name, likeness, or artwork for the purposes authorized in this release. I also understand that SCWA will have no obligation to utilize the artwork, or any rights granted in this release. While copyrights of the artwork shall be retained by the entering participant, I release SCWA, including its employees, officers, directors, managers, successors, assigns, and agents from all liability for any claims arising out of or related to any copyright in the photography.
